Local plugin sideloading

Developers can inspect and install local plugin bundles behind explicit, per-bundle safety checks.

Added

Install and remove local plugin ZIPs from the plugin manager when developer mode is enabled.
Require the local-plugin risk warning to be accepted and each exact bundle to be approved by its SHA-256 digest before any unsigned code can load.
Show a persistent indicator whenever an unverified local plugin is active.

Safety

Local plugins are excluded from automatic updates and identified in crash reports, keeping them separate from signed marketplace plugins.
